陕西省际招标采购联盟的实践与思考

Practice and Thinking of Shanxi Inter-provincial Procurement Alliance

从2015年6月1日国家发展改革委取消药品政府定价至今,集中采购成了对药品、医用耗材影响较大的政策。由陕西牵头发起的15个省(区)省际招标采购联盟打破了以往各省(区)单打独斗的招采模式,向多元化、集团化采购过渡,实现了区域联合采购的协同效应。在未来相当一段时间内,集中采购、带量议价将是医药采购领域的主流趋势。本文从陕西省际招标采购联盟的运行和取得的成效入手,发掘和利用区域采购联盟的潜在效能,指导和推动今后医药招标采购工作开展。

Since the National Development and Reform Commission cancelled the government pricing of pharmaceuticals on June 1,2015,centralized procurement has become a policy that has a greater impact on pharmaceuticals and medical consumables. The 15 provincial(regional) inter-provincial procurement alliances led by Shanxi broke the previous single-handed procurement model of each province(district),transitioned to diversifi ed and collectivized procurement,and realized the synergy eff ect of regional joint procurement. In the future for a considerable period of time,centralized procurement with the amount of bargaining will be the mainstream trend in the fi eld of pharmaceutical procurement. Starting from the operation and achievement of Shanxi inter-provincial procurement alliance,this paper explores and uses the potential eff ectiveness of regional procurement alliance to guide and promote the future medical bidding and procurement work.
