英国介入南海问题的海洋安全逻辑,遵循了《英国国家海洋安全战略》的中心理念与处理海洋安全问题的基本思路。按照英国海洋安全的总体目标,英国在南海的安全利益及关切具体表现为确保南海局势稳定和航行自由,有效维护基于规则的国际制度,以及为英国推行”全球英国”构想营造有利的海洋环境等三个方面。为此,英国目前所表现出来的在南海应对“中国威胁”的思路,秉持了《英国国家海洋安全战略》规定的洞察、影响和预防的“三步走”方针,以在保持南海总体局势稳定的前提下发挥英国的软实力优势,体现英国在南海问题上的影响力。

UK’s Logic for maritime security regarding its intervention in the South China Sea issue, complies with the themes and basic ideas for dealing with maritime security issues of The UK National Strategy for Maritime Security (NSMS). According to the total objectives of UK’s maritime security, UK’s security interests and concerns specify three aspects, including ensuring stability and freedom of navigation in the South China Sea, effective maintenance of rules-based international system, and creating a favorable maritime environment for “ Global Britain ”. Thus, with “ three-step ” course ( understand, influence, prevent) designed by NSMS, UK’s apparent thinking of countering “China Threat” will aim at giving full play to its soft power advantage to exert its influence in the South China Sea issue, meanwhile, keeping the overall situation stable.
