总体国家安全观背景下中小企业金融安全危机应对——以企业融资群体性事件为视角

中小企业为了自身发展而采用民间融资方式进行融资,往往容易陷入非法融资的陷阱而造成金融安全危机,严重的甚至导致融资群体性事件,给国家社会、经济、国民安全带来严重后果。在总体国家安全观背景下,对于此类事件的处置,政府相关负责人应在第一时间赶赴现场,了解情况并及时发布信息控制局面;与各方面保持真诚沟通,有针对性地解决群众的经济、民生利益诉求;应当慎用警力但不畏用警力;勇于承担责任,反思自责并及时问责;与媒体加强合作,正确引导群体性事件议题。同时,为预防中小企业金融安全危机的发生,应制定相关的法律法规,改善中小企业外部融资环境,净化中小企业自身内部环境,加强各部门的协调、监管,加强对非法融资的打击和预警,采用“互联网+全媒体”全方位宣传,增强全民金融安全防范和危机意识。

Many small and medium-sized enterprises use private financing for their own development,which is often easy to fall into the trap of illegal financing and cause financial security crisis,which seriously leads to mass financing incidents.It brings serious consequences to the social,economic and national security of the country.Under the background of the overall national security concept,for the handling of such incidents,government leaders should rush to the scene at the first time,understand the situation and timely release information to control the situation,maintain sincere communication with all parties,and pertinently solve the demands of the economic and livelihood interests of the masses.We should be careful but not afraid to use the police force;have the courage to assume responsibility,reflect on self-blame and timely accountability;strengthen cooperation with the media to correctly guide the issues of mass incidents.At the same time,in order to prevent the financial security crisis of small and medium-sized enterprises,we should formulate relevant laws and regulations,improve the external financing environment of small and medium-sized enterprises,purify the internal environment of small and medium-sized enterprises,and strengthen the coordination and supervision of various departments.We will strengthen the crackdown on illegal financing and early warning,adopt "Internet + all-media" all-round publicity,and enhance the people's awareness of financial security and crisis.
