非对称信息下PPP项目风险管理研究

Research on Risk Management of PPP Project under Asymmetric Information

PPP模式是公共部门和私营部门共同参与提供公共产品或服务的重要模式。然而,PPP项目建设在取得一定成绩的同时也出现了一些现实问题。公私部门之间掌握的信息不对称使得PPP项目在运作过程中存在逆向选择与信用风险。能否有效规避和管理这些风险,成为影响和制约PPP项目成功的关键。本研究将实践中PPP项目存在的风险机理与风险特征作为科学认知,有效识别PPP项目风险的来源,在完善PPP项目法律规范体系、构建PPP项目风险分担与协同治理机制以及引入PPP项目后期评价制度等方面提出建议,有效规避PPP项目中可能存在的风险。

The PPP model is an important model for public and private sector participation in the provision of public goods or services.However,there have been some practical problems in the construction of PPP projects.The information asymmetry between the public and private sectors makes the PPP project have adverse selection and credit risk in the operation process.The ability to effectively circumvent and manage these risks is the key to influencing and constraining the success of PPP projects.In this study,the risk mechanism and risk characteristics of PPP projects in practice are taken as scientific cognition,and the sources of PPP project risks are effectively identified.From the improvement of PPP project legal norm system,the construction of PPP project risk sharing and collaborative governance mechanism,and the introduction of PPP project post-evaluation Suggestions on the system and other aspects to effectively avoid possible risks in PPP projects.
