山东省政策性农业保险发展评价——基于2008-2017年度数据

Comment on the Shandong Province Policy Agricultural Insurance Development——Based on the Data of 2008-2017

本文基于2008-2017年山东省及其17地市政策性农业保险的经营数据,选取农业保险收入密度等相对指标构建山东省政策性农业保险发展水平评价指标体系,运用主成分分析法和数据包络分析法,从时间序列和空间序列两个角度对山东省政策性农业保险整体财政补贴效率、17地市政策性农业保险发展水平差异,以及风险保障水平差异进行评价研究。研究发现,山东省政策性农业保险整体发展水平较好,财政补贴效率较高。按照可比口径,农业产值占比低的地区农业保险发展水平好;不过,从农业保险保障粮食稳产和农业产值稳定看,政策性农业保险发展水平较高的地市,其风险保障效率并不高。研究还发现,2014年以后山东省农业保险风险保障综合效率受技术效率影响程度增强。

Based on the data of 2008-2017 of Shandong province and local 17 cities’ policy agricultural insurance,this paper researches the efficiency of Shandong province policy agricultural insurance subsidy,diversity of 17 local cities policy agricultural insurance development level and diversity of risk protection level,by the index of agricultural income density for the construction of the Shandong province policy insurance development level comment index system,and by the utilizing the methods of main contents analysis and data contents analysis,from the aspects of time series and space series. The researching finds that the level of integral development of Shandong province policy agricultural insurance and financial subsidies efficiency are high. To analyze the accounting core,the zone of agricultural output valve proportion lower is high in the agricultural insurance development;however,from the stability of agricultural insurance protection foodstuff production and agricultural value,the local cities,with the high level of development of policy agricultural insuance,is without of the risk protection efficiency;and also to find that after 2014,the comprehensive efficiency of the Shandong province agricultural insurance risk protection is influenced highly by the degree of technological efficiency.
