政府采购激励了企业技术创新吗?——无所作为还是毋庸置疑

Does Government Procurement Inspire Enterprise Technological Innovation, Doing noting or Being Perfect?

利用2006-2016年中国上市公司数据,实证检验政府采购对技术创新的政策效果,并分析政府采购激励企业技术创新的内在机理。研究发现:政府采购均激励了技术创新;政府采购对民营企业、高新技术企业的技术创新的激励作用更显著;进一步检验结果表明,政府采购对企业技术创新的激励作用通过弥补市场失灵和降低信息不对称实现。研究结论为优化支持自主创新的政府采购政策提供了有益的参考。

This paper uses the data of China's listed companies from 2006 to 2016 to empirically test the policy effect of government procurement on technological innovation, and analyzes the internal mechanism of government procurement incentives for technologicalinnovation.The study finds that:government procurement has stimulated technological innovation;Government procurement has more significant incentives for technological innovations of enterprises which type is private enterprises, high-tech enterprises;The results of further inspections indicate that government procurement's incentive effect on the technological innovation of enterprises can be achieved by remedying market failure and reducing information asymmetry.The research conclusions provide a useful reference for optimizing government procurement policies that support independent innovation.
