产业工人队伍是实现产业结构升级的必要智力支持。目前山东省产业工人总量较大,但人才质量不高,高技能人才不足,国际竞争力较弱,无法满足创新驱动发展战略和新旧动能转换的需求。建设高素质产业工人队伍,应大力弘扬宣传工匠精神,形成广泛的社会价值认同;建立系统配套的激励制度,优化职业教育理念和职业技能等级评价体系,提高产业工人技术津贴和工龄工资,保障产业工人的经济收入持续增长;提升高技能人才的政治地位,完善劳动法治体系,深化工会改革,保障高技能人才的各项权益。

Industrial workers are the necessary intellectual support to realize industrial structure upgrade.Industrial workers provide necessary intellectual support for the upgrade of industrial structure. At present, Shandong owns a large number of industrial workers, but with low-quality ones, the lack of high-skilled ones and weak international competitiveness, the demand of innovation-driven development strategy and the shift in driving forces cannot be met. To develop high-quality industrial workers, the spirit of craftsmanship should be promoted while identification of social values should be developed. Meanwhile, related incentive system should be established, the concept of vocational education and the rating system of vocational skill should be improved. We should also raise technical allowance seniority pay to ensure the sustainable growth of the income of industrial workers. To promote the political status of high-skilled workers, the labor law system should be perfected, and the reform of unions should be deepened, thus, highly-skilled workers’ rights will be guaranteed.
