生态优先绿色发展视角下大型饮水源水库保护修复研究

Study on Protection and Restoration of Large Drinking Water Reservoirs in the View of Ecological Priority and Green Development

坚持生态优先、绿色发展是一项艰巨而长远的使命。其中,做好饮用水水源地保护修复是最能回应民生关切的重要现实需要,也是关系广大人民群众生产生活生态安全的重要任务。四川省饮水源水库存在水量供给相对不足、库存水质保护面临巨大压力、跨境污染严重、水库淤积危害逐渐显现等突出问题。应从保护有法可依、坚持执法必严,加强机制建设、推动流域共治,分步落实保护、精准实施修复等三个方面,系统有序地推进水库保护修复工作。

Adhering to ecological priority and green development is an arduous and long-term mission,which,doing a good job in the protection and restoration of drinking water sources,is the important task which can good respond to people7 s concerned practical needs and relates to people's production,living and ecological security.There exists some prominent problems of drinking water reservoirs in Sichuan,such as relatively insufficient water supply,huge pressures on the protection of stored water7 s quality,serious cross-border pollution,and gradual emergence of reservoir siltation hazards.In order to promote the protection and restoration of reservoirs in an systematically and orderly manner,it is suggested to carry out in three aspects:assure protection have laws to abide by and insist on strict law enforcement,strengthen mechanism construction and promote river basin co-governance,implement protection step-by-step and orderly promote restoration,etc.
