海上风力发电管理模式研究分析

Research and Analysis on Management Mode of Offshore Wind Power Generation

根据我国最新印发的《关于进一步规范海上风电用海管理的意见》(国海规范〔2016〕6号),指出“建设单位应充分发挥主动性,通过建设环境在线监控设施等方式对海上风电建设的环境影响进行长期监测,并根据监测评估结果采取有效保护修复措施”的要求。说明海上风力发电对能源结构的优化、响应节能减排号召、应对多变气候的重要。同时海上风电事业对保持经济平稳发展、加快产业升级也有积极作用。根据目前我国海上风电事业存在的一些问题,提出相关建议与对策。

According to the Opinions on Further Regulating the Management of Offshore Wind Power(Guohai Code[2016])issued recently in China,it is pointed out that"the construction units should give full play to their initiative to monitor the environmental impact of offshore wind power construction for a long time through the construction of environmental online monitoring facilities,and take effective protection and repair measures according to the monitoring and assessment results".Ask.It shows that offshore wind power generation plays an important role in optimizing energy structure,responding to the call of energy conservation and emission reduction,and coping with the changeable climate.At the same time,offshore wind power industry also plays a positive role in maintaining stable economic development and accelerating industrial upgrading.According to the existing problems of offshore wind power in China,some suggestions and countermeasures are put forward.
