公益创投中政府与社会组织间的策略性互动研究——以A区为例

Research on Strategic Interaction Between Social Organizations and Government in Venture Philanthropy ——Take Area A as an Example

地方政府为创新社会治理、满足公共服务需求而开展公益创投,并将其作为政府购买服务及培育社会组织的手段之一。作为主要参与主体的政府与社会组织在公益创投中的关系并非是一成不变的,而是基于各自利益诉求,在公益创投的探索阶段、发展阶段、稳定阶段采取不同的行动策略,进而呈现出一种动态变化的策略性互动。这一进程中,政府居于主导地位,而社会组织既受政府行动策略影响,又面临自身可持续发展的压力,双方在持续互动过程中都力图实现各自利益诉求并维持着公益创投的平衡。

Local governments carry out venture philanthropy for the purpose of promoting social governance innovation and meeting the needs of public services,and use it as one of the means for the government to purchase services and cultivate social organizations.As the main participant,the relationship between the government and social organizations in venture philanthropy is not invariable.But with the development of venture philanthropy,constantly changing their own interests.In turn,it presents a dynamic and changing strategic interaction.In this process,the government is in a dominant position,Social organizations are not only subject to the government,but also have to consider their own long-term development.In the process of continuous interaction,both parties strive to achieve their respective interests and maintain the balance of venture philanthropy.
