基于第三方SPD物流配送供应链模式的普通医用耗材管理实践

General Medical Consumables Management Practice Based on Third-party SPD Logistics Distribution Supply Chain Model

目的建立基于第三方药品供应链管理系统(Supply Processing Distribution,SPD)物流配送的普通医用耗材全流程信息化供应链管理体系,实现普通医用耗材精细化管理。方法结合第三方SPD物流配送服务再造普通医用耗材院内管理流程;在保留原供应商的基础上,全院实行普通医用耗材SPD物流配送供应链模式;加强物资管理信息系统与SPD物流信息系统、HIS系统的互连互通,开展满意度测评、配送服务抽查、配送耗材抽检等工作。结果供应商由53家降至1家,年均处理发票数量由742张降至102张,月均压缩耗材库存200余万元,腾退原库房面积200 m2和库管员及物流配送人员各2人,降低医院资金占用400余万元,并实现普通医用耗材医院"定数包""以耗代销"的"零库存"管理和直达使用科室的高效配送服务。结论基于第三方SPD物流配送的普通医用耗材全流程信息化精细化管理,提高了普通医用耗材配送效率和质量,降低了医疗机构普通医用耗材管理成本。

Objective To establish a full-process informationalized supply chain management system of general medical consumables and to achieve refined management of general medical consumables based on the third-party supply processing distribution(SPD) logistics distribution model. Methods The management process of general medical consumables was rebuilt based on third-party SPD logistics distribution service, and the logistics distribution model of all general medical consumables was unified in hospital with reserving the original suppliers. The interconnection and intercommunication of material management information system with SPD logistics information system and hospital information system(HIS) was strengthened, as well as satisfaction evaluation, delivery service inspection and medical consumables sampling were carried out. Results The number of suppliers dropped from 53 to 1 and the annual average number of invoices reduced from 742 to 102. The medical consumables monthly inventory was compressed more than 2 million yuan. It also vacated 200 square meters of warehouse areas, 2 logistics personnel and 2 deliverymen. It reduced hospital’s capital occupation more than 4 million yuan, as well as achieved zero-inventory management by fixed-package and consume-based sales and efficient delivery services to clinical departments. Conclusion The all-process informationalized and refined management based on third-party SPD logistics distribution service of general medical consumables improves the efficiency and quality of general medical consumables distribution and reduces management cost in hospitals.
