管办评分离视域下高等教育发展的问题与对策——以河北省高等教育发展为例

Problems and Countermeasures in the Development of Higher Education From the Perspective of Separation of the Government Authorities,Management and Assessment: Take Hebei Province as an Example

摘要 目前,我国高等教育领域通过深化高等教育管办评分离、明确高等学校功能定位、构建高等学校内部质量评价体系等改革措施取得了一定的发展成效。但还存在高等教育社会贡献力不足、供给需求不平衡、人才结构性流失等问题。为进一步推动我国高等教育改革与发展,应通过强化顶层设计,理顺高校决策机制,打造新型“智库联盟关系”;引入市场机制,坚守人才培养底线,挖掘多元结构性投资可获得性;完善质量评价体系,优化专业类别结构,提升人才培养与就业质量等可操作性策略进一步推动我国高等教育改革与发展。 At present,higher education sector of China has achieved certain development results through deepening the separation of higher education management and evaluation,defining the functional orientation of higher education,and building the internal quality evaluation system of higher education.But there are still some problems,such as insufficient social contribution of higher education,unbalanced supply and demand,and structural brain drain.To further promote the reform and development of higher education in China,the reform and development of higher education should strengthen the top-level design,straighten out the decision-making mechanism of colleges and universities,create a new type of"think tank alliance relationship";introduce the market mechanism,adhere to the bottom line of talent training,and dig out the new type of"think tank alliance relationship";operational strategies such as exploring the availability of multi-structured investment,improving the quality evaluation system,optimizing the structure of professional categories,improving the quality of personnel training and employment,etc.to promote the reform and development of higher education.
