中国营商环境指数体系构建及评估

Construction and Evaluation of China’s Business Environment Index System

研判中国营商环境指数,既是促进经济高质量发展的需要,也是评估“放管服”改革绩效的重要标准。本文遵循“应然”和“实然”相统一的逻辑,架构中国营商环境指数评价体系,设置了24项评价指标,通过主成分数学建模,对中国内地31个省区市的营商环境作排序分析,得出2018年中国营商环境指数,并通过进一步分析,为各地提供参考,以助其更好地改善营商环境。

The study of China’s business environment index is not only the need to promote high-quality economic development,but also an important criterion for evaluating the performance of the“delegate power,streamline administration and optimize government services”reform.This paper follows the logic of“cognition”and“practical”to structure the evaluation system of China’s business environment index.It sets up 24 evaluation indicators,through principal component mathematical modeling,sorting and analyzing the business environment of 31 provinces,autonomous regions and municipalities in China's Mainland,and further deriving the 2018 China business environment index.Through further analysis,it provides reference for all localities to help them better improve the business environment.
