山东省农村三次产业融合发展存在的问题及对策

Problems and Countermeasures of the Integration of Three Industries in Rural Areas of Shandong Province

分析了山东省农村三次产业融合发展基本现状及存在的问题,提出了相应对策。山东省农村三次产业融合发展的形势较好,但也存在农村产业融合程度较低,土地流转面积较小和方式单一,投入资金来源渠道有限和融资困难,农村产业融合的政策支持不足等问题。应通过建立新型合作方式,推进农村产权制度改革,引导工商和社会资本对“三农”进行投资,完善产业融合支持政策体系等措施,更好地促进山东省农村一二三产业融合发展。

The basic status quo and existing problems of rural industrial integration in Shandong Province were analyzed,and corresponding countermeasures were put forward.The situation of rural industrial integration development in Shandong Province was good,but there were also some problems such as low degree of rural industrial integration,small land transfer area and single mode,limited investment source channels and financing difficulties,and inadequate policy support for rural industrial integration.By establishing a new type of cooperation,we should promote the reform of the rural property rights system,guide the industrial and commercial and social capital to invest in the “three rural”,improve the industrial integration support policy system and other measures to better promote the integration of rural first,second and third industries in Shandong Province.
