国库支出无纸化模式下事中监督问题研究——以宁夏吴忠市为例

Research on Supervision in Treasury Affairs under Paperless State Treasury Expenditure Model

随着建设现代化服务型国库的深入,国库业务电子化已成为提高国库服务能力和服务效率的重要手段,国库支出无纸化模式则是国库业务电子化建设的重要成果。本文通过梳理宁夏吴忠市国库支出无纸化模式的实际情况,分析制约事中监督工作的“瓶颈”因素,并对无纸化模式下如何进行国库事中监督提出建议。

With the deepening of the construction of modern service-oriented treasury, the electronic treasury business has become an important means to improve the service capacity and efficiency of treasury, and the paperless Treasury expenditure model is an important achievement of the electronic treasury business construction. This paper combs the actual situation of the paperless mode of state treasury expenditure in Wuzhong City of Ningxia, analyses the "bottleneck" factors that restrict the supervision work, and puts forward suggestions on how to supervise the State Treasury affairs under the paperless mode.
