为了更有效地开展海绵城市建设工作,分析了海绵城市建设工作中在制度、技术、管理和观念等方面存在的一些不足,提出了几点针对性建议。一是推行建设项目低影响开发环境影响评价制度。二是加快出台更具操作性和规范性的技术指南。三是加强管理部门间工作中的协调和管理的精细化。四是全社会转变传统项目建设观念,树立海绵城市建设理念。这些工作对于推动海绵城市建设工作开展,保障海绵城市建设工作质量具有重要意义。

In order to construct sponge city effectively, some shortcomings in the sponge city construction were analyzed in terms of such as system, technology, management and concept, and some pertinent proposals were put forward in this article. Firstly, environmental impact assessment for low-impact development projects should be promoted. Secondly, the introduction of more operational and normative technical guidance should be speeded up. Thirdly, the coordination among different management departments and the fineness of management should be strengthened. Finally, the traditional concept of project construction should be changed for the whole society. The concept to construct sponge city should be established. These efforts are of great significance for promoting sponge city construction and ensuring the quality of sponge city construction.
