摘要 针对污染源自动监测数据弄虚作假问题,提出了动态管控技术措施,其核心是对自动监测设备的监测数据、运行状态和工作参数进行“三同时”监控,主要通过规范自动监测设备、研发动态管控设备与在线分析仪器直接连接、开发动态管控平台三个关键环节实现,以此切断主要作假途径,提高监测数据质量。通过动态管控技术在山东省的实践应用,结果表明:动态管控技术是目前防治污染源自动监测数据弄虚作假最有效的技术措施。 In consideration of the data fraud problem of the pollution source automatic monitoring, a dynamic management & control technology is proposed. The core of the technology is “Three Simultaneous” monitoring, which involves automatically monitoring device s monitoring data, running status and the operating parameters. This could be realized through three key processes including standardizing the online monitoring devices, developing dynamic control devices, which was connected to online analytical instruments and developing dynamic management & control software platform. As a result, the main fraud paths are cut off radically, the monitoring data fraud is prevented and the quality of the monitoring data is improved. Moreover, practical application of dynamic management & control technology in Shandong Province shows that dynamic management & control technology is the most effective technical measure to prevent the data fraud problem of the automatic monitoring of pollution sources.
