辽宁省钢铁行业环境保护优化供给侧结构性改革研究

Optimization of Supply-side Structural Reform for Iron and Steel Industry Environmental Protection in Liaoning

钢铁行业发展存在无序、不可持续,历史遗留问题较多,企业自身环保意识不强等问题。按照中央去产能、去库存、去杠杆、降成本、补短板(三去一降一补)决策部署,在钢铁行业供给侧结构性改革的同时,在辽宁省钢铁行业概况的基础上,针对辽宁省钢铁行业涉及的经济、环保,生态、总量、环保节能工艺技术、原料产品购销等方面,查摆问题,分析原因。通过环保优化严控钢铁行业新增产能,加快淘汰落后产能,压缩过剩产能,探索建立环境钢铁战略总体布局,促进钢铁行业健康可持续发展。

The development of iron and steel industry is disordered and unsustainable, with many problems left over from history and weak environmental awareness of enterprises. According to the decisions and arrangements of the central government to capacity reduction, de-stocking, deleveraging, cost reduction and improving underdeveloped areas(Three go, one drop, one supplement), while carrying out supply-side structural reform in the iron and steel industry, based on the general situation of the iron and steel industry in Liaoning province, this paper investigates the problems and analyzes the causes of the problems in the aspects of economy, environmental protection, ecology, total amount, energy-saving technology and the purchase and sale of raw materials in the iron and steel industry in Liaoning province. We will strictly control new steel production capacity through environmental protection optimization, accelerate the elimination of outdated production capacity, reduce excess production capacity, explore ways to establish an overall environmental steel strategy, and promote the sound and sustainable development of the steel industry.
