摘要
在实行分类管理的情况下,我国行政执法类和专业技术类公务员面临职务序列和职级体系设计与综合管理类公务员职级的衔接对应问题,基于职位分类与品位分类理论,进一步完善职务与职级并行制度,一是要进行三类公务员的职级并行协同性制度设计,二是要明确三类公务员职务和职级序列对应关系,三是要进一步改革完善职务与职级管理制度,四是要统筹做好与其他相关制度的改革衔接。
The implementation of classified management makes administrative law enforcement and professional and technical civil servants face the problems of job sequence and rank system design and the corresponding connection with comprehensive management civil servants. Based on the theory of job classification and grade classification, this paper puts forward the countermeasures of concurrent job and rank. One is to design a parallel and cooperative system for the ranks of the three categories of civil servants;The second is to establish the corresponding relationship between the positions and ranks of the three types of civil servants. The third is to further reform and improve the position and rank management system;The fourth is to coordinate with other related system reforms.
