Offshore Innovation and Entrepreneurship Base for Overseas Talents:Practical Exploration and Development Countermeasures

离岸创新创业是基于非本地化的创新创业活动。建设海外人才离岸创新创业基地是吸引海外优秀人才来华创新创业新的形式,对创新创业人才发展、推动经济发展具有重要的价值。按照注册、经营等环节在本地或非本地化划分,离岸创新创业可以分为以下几种类型:模式一是创业团队内部包括注册、经营一体都不在本地,而去海外进行创新创业;模式二是注册在"外"(非本地)、经营在"我"(本地);模式三是注册在"我"、经营在"外"。近年来,上海、深圳、武汉、成都、苏州、沈阳等地,积极开展离岸基地建设,在物理实体、海外布点、载体平台、创业活动、政策支持方面进行了探索。从未来发展来看,离岸基地建设还需要明确方向,聚焦重点,推进境内外基地建设,健全运行机制,加大政策创新力度,完善配套服务。

Offshore innovation and entrepreneurship is based on non-localized innovation and entrepreneurship activities. The construction of offshore innovation and entrepreneurship base for overseas talents is a new form of attracting overseas talents to come to China for innovation and entrepreneurship,which is of great value to the development of innovative and entrepreneurial talents and the promotion of economic development. According to the local or non-local division of registration,operation and other links, offshore innovation and entrepreneurship can be divided into the following types: mode one is that the internal entrepreneurship team, including registration and operation, is not located in the local area, but goes overseas to carry out innovation and entrepreneurship. The second mode is to register in "outside"(non-local) and operate in "I"(local).Mode 3 is to register in "I" and operate in "outside". In recent years, Shanghai, Shenzhen, Wuhan,Chengdu, Suzhou, Shenyang and other places have actively carried out offshore base construction,exploring physical entities, overseas locations, carrier platforms, entrepreneurial activities and policy support. From the perspective of future development, offshore base construction still needs to have a clear direction, focus on key points, promote the construction of domestic and overseas bases, improve the operation mechanism, intensify policy innovation and improve supporting services.
