澳大利亚网络内容监管及对我国的启示

Australia's Internet Content Regulation and Its Enlightenment to China

自1989年接入互联网以来,澳大利亚网络内容监管一直走在世界前列。从网络内容监管机构和行业协会、网络内容监管客体角度切入,对澳大利亚网络内容监管概况予以分析,在此基础上对澳大利亚网络内容监管特点予以总结。结合我国网络内容监管现状,建议从推动多元监管主体协调、优化网络内容立法、凸显技术作用、加强网络安全和网络素质教育等方面提升我国网络内容监管水平。

Since Australia had access to Internet in 1989, it has been taking the lead in Internet content regulation in the world. This paper made an in-depth study of the Internet content regulation in Australia from the perspectives of the governments, industry associations and the regulation objects. On this basis, the characteristics of Australia’s Internet content regulation was summarized. Combined with the status quo of China’s Internet content regulation, it was suggested to improve the China’s Internet content regulation capabilities from the aspects of promoting the coordination of multiple regulatory, optimizing Internet content legislation, highlighting the role of technology, and strengthening the education of cyber security and Internet quality.
