傲慢与偏见?——缅甸“罗兴亚人”问题的国际反应

Hubris and Bias? The International Reaction to Myanmar’s“Rohingya”Issue

2017年8月下旬“若开罗兴亚救世军”在缅甸国内发动暴恐袭击以来,“罗兴亚人”问题迅速上升为国际热点,西方媒体的报道与国际社会舆论纷至沓来,针对“罗兴亚人”人权、“种族清洗”、“罗兴亚人”恐怖主义化等问题引发了国际热议。本文以国际关系理论中的“角色—认知—反应”相关理论为视角,梳理国际社会对“罗兴亚人”问题的反应,分析其产生的原因及影响,预判这些反应的发展趋势。本文认为,部分国家和媒体对缅甸的“傲慢”和“偏见”,是导致缅甸“罗兴亚人”问题复杂化的一个原因,对缅甸内政外交及地区局势造成了持续的影响。

Since late August of 2017,when the“Arakan Rohingya Salvation Army”launched a violent terrorist attack in Myanmar,the issue of the“Rohingya”has rapidly become one of global concern,with a wide range of Western media reports and international op-eds generating heated discussion in the international community around the human rights of the“Rohingya,”ethnic cleansing,and“Rohingya”terrorism.This article uses the international relations theory of“roles-perceptions-response”to consider the actions of the international community with respect to the Rohingya.It further analyzes the drivers and impacts of international responses,thereby also predicting the likely developments that will stem therefrom.The article argues that the hubris and bias of some states and media outlets are factors that have complicated the“Rohingya issue”,and have ongoing implications for Myanmar’s domestic politics,diplomacy and regional trends.
