Views on Basically Realizing the Modernization of Navigation Guarantee

文中从国家现代化发展的背景和内涵出发,基于目前国内关于海事工作现代化基本内涵和特征阐释,分析提出了航海保障现代化的基本内涵、特征,辩证地分析了基本实现航海保障现代化的八个要素以及存在的问题,并就如何加快航海保障现代化步伐提出了合理化建议。

Proceeding from the background and connotation of the nation’s modernization development and based on the existing domestic statements on the basic connotation and characteristics of the modernization of maritime administration, the paper analyzes the basic connotation and characteristics of the modernization of navigation guarantee, dialectically studies the eight factors for ensuring the realization of the modernization of navigation guarantee as well as the existing problems. It also puts forward suggestions on how to accelerate the modernization of navigation guarantee.
