产业用地效率评价与差别化管理研究——来自530个企业的实证分析

摘要 产业结构调整和转型升级必然带来产业用地结构变化和规模扩张问题。为实现在产业结构调整过程中,合理的在不同产业之间配置稀缺的土地资源,需要根据不同产业对土地利用效率的差异性来构建差别化的产业用地管理模式。以多因素综合评价法来评价不同产业用地的综合效益和单项效益并运用系统聚类分析法对评价结果进行聚类分析,将具有相同土地利用效率类型的产业归为一类并针对具有不同用地效率类型的产业构建差别化的产业用地管理模式。结果表明:(1)湖北省制造业门类下的产业用地综合效益总体水平不高,最高分值仅为0.519。(2)对湖北省产业用地综合效益影响较大的因素为经济因素,其权重为0.597。(3)湖北省产业用地生态效益测算结果明显高于经济和社会效益。湖北省制造业门类下产业结构调整过程中,需根据不同产业用地效率的特点及其差异性构建差别化的产业用地管理模式,以提高产业用地综合效益、助推产业升级。 Industrial restructuring and transformation and upgrading will inevitably bring about structural changes in industrial land use and scale expansion. In order to realize the rational allocation of scarce land resources between different industries in the process of industrial restructuring, it is necessary to build a differentiated industrial land management model according to the difference of land use efficiency between different industries. The comprehensive and individual benefits of different industrial land were evaluated by multi-factor comprehensive evaluation method, and the results were clustered by system cluster analysis. The industries with the same land use efficiency type were classified into one group and the differentiated industrial land management model was constructed for industries with different land use efficiency types.The study found that:(1)The overall benefit level of industrial land under the manufacturing sector in Hubei Province is not high, with the highest score of 0.519.(2)The factor that has a greater impact on the comprehensive benefits of industrial land in Hubei province is the economic factor, with a weight of 0.597.(3)The calculation results of ecological benefits of industrial land in Hubei province are significantly higher than economic and social benefits. In the process of industrial structure adjustment under the manufacturing sector in Hubei province, it is necessary to construct a differentiated industrial land management model according to the characteristics of different industrial land use efficiency and its differences, so as to improve the comprehensive benefits of industrial land use and promote industrial upgrading.
