关于推动科技型中小企业参与国防科技创新的研究——以美国军方实施SBIR/STTR计划为视角

Research on promoting small and medium-sized science and technology enterprises to participate in national defense science and technology innovation——from the perspective of the US military’s implementation of the SBIR/STTR program

本文通过分析中小国防科技创新企业参与国防科技创新融资中出现的困境,分析了中小企业科技创新对促进国防科技创新的必要性,通过总结美国军方实施SBIR/STTR计划的经验做法,提出我国国防部门应设立对等的SBIR/STTR计划以促进我国中小企业参与国防科技创新,并提出四条具体建议。

By analyzing the difficulties of access to financial support,which small and medium-sized national defense science and technology innovation enterprises need most in national defense science and technology innovation,this paper analyzes the necessity of small and medium-sized national defense science and technology innovation to promote national defense science and technology innovation.By summarizing the US military’s experiences in implementing the SBIR/STTR program,this paper puts forward that China’s defense departments should set up an equivalent SBIR/STTR program to promote the participation of China’s small and medium-sized enterprises in the innovation of national defense science and technology,and four suggestions are presented.
