我国人工影响天气事业中的军民融合发展问题 被引量:3

摘要 根据军民融合发展战略分析我国人工影响天气工作现状,结果表明人工影响天气军民融合在飞机人工增雨作业、地面作业装备维保与改造、弹药仓储与作业民兵选送、装备弹药研发中发挥了重要作用,取得了显著综合防灾减灾和生态文明建设效益。主要存在体制机制不顺畅、政策法规不完备、标准规范不一致,军民转化平台和作业装备比较落后,资源、人才、技术分散导致保障乏力等问题。需要加强顶层设计,加强人影作业能力和军民融合工程建设,优化资源配置,加强军民融合技术创新体系建设。 According to the development strategy of civil-military integration,we analyzed the current situation of weather modification in China.The result indicates that the civil-military integration development in the work of weather modification has played an important role in artificial precipitation enhancement operation by air force transport aircraft,ground operation equipment maintenance support and technical transformation,ammunition storage and operation militia selection,research and development of new equipment and ammunition.It has achieved significant benefits of comprehensive disaster prevention and mitigation and ecological protection.The main problems are that the system of organization and mechanism are not smooth,the policies and regulations are not perfect,the standards and norms are not consistent,the civil-military transformation platform and operation equipment are relatively backward,and the resources,talents and technology dispersion lead to the lack of support and so on.It is necessary to strengthen the top-level design,strengthen the ability of weather modification operation and the construction of civil-military integration project,optimize the configurition of resources,and strengthen the construction of technological innovation system of civil-military integration.
