新背景下残疾人高等教育存在的问题及解决对策

The problems and countermeasures of higher education for the disabled under the new background

新背景下,我国残疾人高等教育存在较多问题,如相关法律存在漏洞,表述较为抽象,很多条款用词不严谨,缺乏可行性和权威性;国内对残疾人高等教育缺乏必要的理论研究,现阶段的研究依然停留在理论思辨上,没有一个具体的指向性;残疾人高等教育框架不合理,专业设置单一,弱化了残疾人所带来的社会效益;对残疾人高等教育的重视程度不高,我国对残疾人高等教育的投入和健全学生高等教育的投入虽然是平等的,但没有对健全学生高等教育投入得多。从完善残疾人高等教育的法律法规、调整残疾人高等教育政策、重新构建残疾人高等教育框架、提高残疾人高等教育师资力量这几方面入手,提出了提升我国残疾人高等教育水平的有效措施,以满足残疾学生对高等教育的基本需求。

Under the new background,there are many problems in higher education for the disabled in China,such as loopholes in relevant laws and abstract formulation,many articles are not rigorously worded and lack feasibility and authority;there is a lack of necessary theoretical research on higher education for the disabled in China. At present,the research still stays in theoretical speculation,without a specific orientation;the framework of higher education for the disabled is unreasonable,the professional settings are single,which weakens the social benefits brought by the disabled;the emphasis on higher education for the disabled is not high,and our investment in higher education for the disabled and in improving students’ higher education is equal,or even not sound. Students invest more in higher education. Starting from perfecting the laws and regulations of higher education for the disabled,adjusting the policies of higher education for the disabled,rebuilding the framework of higher education for the disabled,and improving the teaching staff of higher education for the disabled,it puts forward some effective measures to improve the level of higher education for the disabled in China so as to meet the basic needs of disabled students for higher education.
