从黑龙江省农村社会养老保险现状出发,分析了农村居民个人及集体补助对养老保险的支持能力,介绍了黑龙江省农村社会养老保险的财政补贴水平,并对地方政府的财政补贴能力、未来农村人口和未来财政收入进行了预测,如果农民个人支付能力难以保证,政府补贴有能力负担农村养老保险。

Starting from the current situation of rural social endowment insurance in Heilongjiang province,it analyses the support ability of individual and collective subsidy for rural residents to endowment insurance,introduces the level of financial subsidy for rural social endowment insurance in Heilongjiang province,and forecasts the financial subsidy ability of local governments,future rural population and future financial income. If the individual payment ability of farmers is difficult to guarantee,government subsidies can afford rural old-age insurance.
