摘要
新时代中国干部体制下,如何运用整体主义观点对人力资源管理实践进行评价,促进人力资源管理实践更好地为政府各项职能服务是重要议题。本文采用文献研究、问卷调查和深度访谈等方法对地方政府人力资源管理系统评价体系进行构建,在定性分析的基础上进行定量分析。最终构建了包括人力资源管理政策、职位管理、人力资源规划、公职人员选拔与配置、公职人员培训、内部晋升、公务员参与机制、绩效评估与职业安全的八维度指标体系,这一系统有助于发挥协同效应,促进地方政府部门绩效水平的发挥。
Building an effective human resource management evaluation system is a new way to improve government performance. Under the unique cadre system of China, how to use the systematic viewpoint to evaluate the practice of human resources management and to promote the practice of human resources management to better serve the various functions of the government is an urgent problem to be solved. This paper uses the methods of literature research, questionnaire survey and in-depth interview to construct an evaluation system for local government human resources management. Based on qualitative analysis, the paper makes a quantitative analysis. Finally, the paper constructs an eight-dimensional index system including human resource management policy, position management, human resource planning, selection and allocation of civil servants, training of civil servants, internal promotion, participation mechanism of civil servants, performance evaluation and occupational safety. This "bundle" system helps to play a synergistic effect and improve the performance level of local government departments.
