制度环境、资源禀赋与区域政府间协同——京津冀跨界大气污染区域协同的再审视

Institutional Environment, Resource Endowment and Regional Government Collaboration: Re-examination of the Regional Government Collaboration of Transboundary Air Pollution in Jing-Jin-Ji Region

棘手问题、资源依赖以及快速推进的区域一体化进程,使得复杂而微妙的区域政府间协同备受关注。已有研究从不同的侧面构建了区域政府间协同的理论构架,对于回答协同的应然状态以及如何塑造良好的区域政府间协同进行了丰富的阐述。但是对于协同过程中的约束性制度安排对区域政府间协同模式或协同绩效的塑造作用探讨不足。本文基于京津冀跨界大气污染这一治理难题,从制度环境和治理资源两个维度,探索了约束性制度安排对区域政府间协同的影响和塑造作用。研究发现,京津冀在跨界大气污染中的区域政府间协同模式是一种"被动式回应型协同"模式,此种模式是京津冀三地政府在制度环境与治理资源双重约束下的理性选择。虽然"被动式回应型协同"模式在应对京津冀跨界大气污染问题上能获得短暂的合法性回馈,但其成本巨大且无法取得持续性的协同效应。从长远审视,京津冀跨界大气污染的政府间协同须向主动式常态型协同迈进。

Nowadays regional intergovernmental collaboration has received much attention because of the tricky issues,resource dependence, and rapid advancement of regional integration. The existing research has constructed the theoretical framework of regional inter-governmental coordination from different aspects, and has elaborated on how to shape a good inter-governmental collaboration. However, the discussion on the role of the binding institutional arrangements in the collaborative process is insufficient. Based on the problem of cross-border air pollution in Jing-Jin-Ji region, this paper explores the influence of binding institutional arrangements on regional government coordination from the two dimensions. The study finds that the regional intergovernmental collaboration model of Jing-Jin-Ji region is a "passive response-type collaboration" model, which is a rational choice of the three governments under the dual constraints of institutional environment and governance resources. Although the "passive response-type coordination" model can obtain a short-term legality feedback in response to the Beijing-Tianjin-Hebei cross-border air pollution problem, its cost is huge and it is unable to achieve continuous collaborative effect. From a long-term perspective, an active normal-type collaboration model should be the direction of future regional government collaboration.
