Feature, Dilemma and Solution of Non-governmental Institutions of Higher Learning Development in Shaanxi under the Background of Classified Management

分类管理是当前我国民办高校改革的重点。陕西民办高校因其办学时间长、规模大、水平高和分布集中等特点,被誉为我国民办高等教育重镇。目前,陕西民办高校在生源、办学经费、产权属性、办学收益、师资队伍和人才培养等方面面临的困境,成为我国民办高校办学困境的缩影。在分类管理改革背景下,一方面,政府应出台相应的法规政策,完善民办高校分类登记、加大财政支持力度和对非营利性民办高校建立差异化扶持政策;另一方面,民办高校应明确人才培养目标、创新人才培养模式和提升师资队伍质量,走内涵式发展之路。

Classified management is the key direction of the reform of non-governmental institutions of higher learning. Non-governmental institutions of higher learning in Shaanxi are known as the center of non-governmental higher education due to its long time, large scale, high level and concentrated distribution. At present, non-governmental institutions of higher learning in Shaanxi are facing with the dilemma of student resources, funding, property rights, income, teaching team and personnel training, and have become a microcosm of the predicament of running non-governmental institutions of higher learning in China. Under the background of classification management reform, the government should introduce corresponding regulations and policies, improve the classification and registration, increase financial support, and establish differentiated support policy for non-profit non-governmental institutions of higher learning. On the other hand, non-governmental institutions of higher learning should clarify talent training goal, innovate talent training mode, improve the quality of teaching staff, and embark on the path of intrinsic development.
