中央财政项目支出预算管理改革的几点思考

Thoughts on the reform of budget management of central finance project expenditure

根据部门预算改革的新形势和新要求,对近年来中央财政项目支出预算管理中存在的主要问题进行了系统总结与分析,提出了项目支出预算管理改革几点建议:一是立项转变传统观念和习惯做法,实行项目库管理;二是简化优化立项程序,切实为项目承担单位减负;三是改进评审机制,发挥评审在立项中的应有作用;四是进一步明晰管理部门权责,优化项目管理机制;五是采取有效措施,全面推进项目承担单位能力建设;六是科学评选技术人才,加强和规范绩效工资管理。

According to the new situation and new requirements of departmental budget reform,main problems occurred in the expenditure budget management of the central financial projects in recent years are carefully summarized and analyzed in this paper.The suggestions on budget reform of the project expenditure are also given as the followings.First of all,it is highly urgent to change the traditional ideas and regular practices into implementing project base management in making the project expenditure budget.Secondly,the project approval procedure must be simplified and optimized,in order to lighten the burdens of the project-bearing units.The third is to further improve the review mechanism and really bring into its role in the project approvals.The fourth is to clearly define the authority and responsibility of administrative sections in optimizing the project regulatory mechanism.The fifth is to take effective measures to promote the capacity building of the project-bearing units.The final is to scientifically select technical talents,strengthen and standardize performance-related pay management.
