Research on new mechanism for reagent and consumables purchasing using hospital special funds

目的:对专项经费购置试剂耗材进行有效监管,保障其安全及有效使用。方法:深入分析现有医院专项经费管理和使用中存在的问题,采取多部门协作、责权分担的方式,基于医院资产管理信息系统,研究建立医院专项经费购置试剂耗材新机制。结果:规范了审批程序、购置流程和验收机制,做到监管和效率、防腐和发展的有机统一,为医院科研、教学、新技术开展创造了有利条件。结论:医院专项经费购置试剂耗材新机制的研究和应用对医院全面深化改革及现代医院管理制度建设具有重要意义。

Objective To supervise reagent and consumables purchased by hospital special funds. Methods The problems in hospital special funds management and utilization were analyzed deeply, and a new mechanism for reagent and consumables purchasing using hospital special funds was proposed based on multi-department cooperation, responsibility and rights sharing as well as hospital asset management information system. Results The mechanism standardized the procedures for approval, purchasing and acceptance check, and facilitated hospital scientific research, teaching and technology development. Conclusions The new mechanism is of great significance for hospital reform and the establishment of modern hospital management system.
