摘要
为科学评价和促进区域海洋经济的可持续发展,文章构建相关评价指标体系,并对上海市进行实证分析。研究结果表明:区域海洋经济可持续发展能力评价指标体系包括海洋产业发展、海洋资源供给、海洋环境治理和海洋科技进步4个方面的17项评价指标;采用极差法对原始数据进行标准化处理,采用熵值法确定评价指标权重,并计算综合指数;上海市海洋经济可持续发展能力综合指数总体呈上升趋势,且由弱可持续发展阶段转为可持续发展阶段,其中海洋资源供给和海洋环境治理是直接影响因素。
In order to scientifically evaluate and promote the sustainable development of regional marine economy,the paper constructed relevant evaluation index system and conducted empirical analysis on Shanghai.The research results showed that the regional marine economic sustainable development capability evaluation index system includes 17 evaluation indicators of marine industry development,marine resource supply,marine environmental management and marine scientific and technological progress;the raw data is standardized by the range method.The entropy method is used to determine the weight of the evaluation index and calculate the comprehensive index.The study finds that the sustainable development index of the marine economy in Shanghai is generally on the rise.The sustainable developing capability shifts from the weak sustainable developing stage to the sustainable developing stage.Among them,resource supply capacity and marine environmental management capacity are the direct reasons leading to changes in the sustainable development capability of the ocean.
