基于生态理念的农田水利建设对策

Countermeasures of Farmland Water Conservancy Construction Based on Ecological Concept

新疆陆地干旱地区自然生态主要为草原生态、荒漠生态和河流生态系统。长期以来的新疆经济社会发展,推进了以水利为主体的人工绿洲生态建造速度快于自然生态系统。基于人水和谐生态水利经济社会自然生态环境可持续发展理念,新疆干旱区过去只注重工程经济效益忽略自然环境的水利发展观面临挑战。本文基于生态水利理念,结合新疆干旱区脆弱的自然生态环境特征,从注重水利生态坚持科学发展观、遵循因地制宜的科学理念、水利与河流共生系统、把握生态水利系统设计等方面对农田水利建设对策进行了阐述,以期为农田水利的建设提供参考。

The natural ecology of Xinjiang arid land area is mainly grassland ecology,desert ecology and river ecosystem.For a long time,Xinjiang′s economic and social development has promoted the construction of artificial oasis ecology with water conservancy as the main body,which is faster than that of natural ecosystem.Based on the concept of sustainable development of natural ecology environment of human-water harmonious ecology and water conservancy economy society,the previous water conservancy development concept in Xinjiang arid area,which concerned project eco-nomic benefit but ignored the natural environment is facing the challenge.Based on the concept of ecological water conservancy,combining the fragile natural ecology environment characteristics of Xinjiang arid area,this paper expounded the countermeasures for farmland water conservancy construction from the following aspects:paying attention to water resources ecology,holding the scientific concept of development,following the scientific concept of adapting to local conditions,water resources and river symbiosis system,and grasping the design of ecological water conservancy system,so as to provide references for the farmland water conservancy construction.
