京津冀地区农业科研机构科技资源结构与配置效率研究 被引量:10

Science and Technology Resources of Agricultural Scientific Research Institutions: Structure and Allocation Efficiency in Beijing-Tianjin-Hebei Region

摘要 京津冀地区作为我国科技创新高地,提升其农业科技创新能力及效率是京津冀协同发展过程中重要举措,对实现现代农业发展具有强有力的推动作用。基于京津冀地区农业科技资源配置结构分析,运用DEA-Malmquist指数法研究其农业科研机构配置效率。研究发现,京津冀地区科技人力资源投入中高学历人才占比日趋提高,北京市农业科研人才占京津冀地区60%以上;京津冀地区科技经费投入差距显著,北京市为其他两省市五倍,主要来源于政府资金。技术效率与技术进步共同促进北京市农业科研机构科技配置效率提高;天津市和河北省农业科研机构科技配置效率主要靠技术效率拉动,技术进步为负。国家级农业科研机构科技配置效率提高来源于技术进步和技术效率提高;省级和地级市农业科研机构主要源自技术效率提高,技术进步为负。基于此,提出加强人才流动,优化人才结构;加大农业科研支持力度,提高农业科研投资强度以及有效整合京津冀地区农业科技资源的政策建议。 As a highland of science and technology innovation in China, the Beijing-Tianjin-Hebei region has enhanced its agricultural science and technology innovation capability and efficiency, which is an important measure in the coordinated development of Beijing-Tianjin-Hebei region, and it has a strong impetus to the development of modern agriculture. Based on the analysis of the allocation structure of agricultural science and technology resources in Beijing-Tianjin-Hebei region, the DEA-Malmquist index method was used to study the allocation efficiency of agricultural research institutions in Beijing-TianjinHebei region. The results showed that:(1) The proportion of high-education talents in science and technology human resources in the Beijing-Tianjin-Hebei region was increasing, and it had absorbed more than 60% of agricultural scientific research talents in Beijing than that in the Beijing-Tianjin-Hebei region;significantly, Beijing’s funding was five times that of Tianjin and Hebei region. The science and technology funds were mainly from government fund.(2) Technical efficiency and technological progress had jointly promoted the growth of science and technology allocation efficiency of agricultural research institutions in Beijing;the efficiency of science and technology allocation of agricultural research institutions in TianjinHebei region was mainly driven by technical efficiency, and technological progress was negative. The growth of science and technology allocation efficiency of state-level agricultural research institutions came from the two aspects of technological progress and technical efficiency improvement;the agricultural research institutions at provincial and prefecture-level cities mainly derive from the improvement of technical efficiency and technological progress was negative.
