新时代北海向海经济发展必须深刻把握向海开放、陆海统筹、枢纽建设、绿色发展、创新引领、文化传承的基本内涵,积极响应“一带一路”倡议,全面参与全球经济分工,充分发挥比较优势,以东盟国家开放合作为重点,坚持“引进来”和“走出去”相结合,提升对外开放水平,实现经贸、技术、劳务、人文等内容的全面交流合作。立足于服务华南、中南、西南地区对外开放,发挥临海邻边区位优势,突出生态资源和气候条件,走区域分工合作差异化发展路径,实现对内对外双向开放,促进人流、物流、资金流、信息流在北海聚集和货值落地,扩大贸易,吸引高端要素资源集聚。

In the new era,the development of the Beihai City must profoundly grasp the basic connotation of opening to the sea,land-sea planning,hub construction,green development,innovation leading,and cultural inheritance,actively participate in the construction of “the Belt and Road”,fully participate in the global economic division of labor,and give full play to comparison.The advantage is to focus on the opening and cooperation of ASEAN countries,adhere to the combination of introduction and going out,enhance the level of opening up,and realize comprehensive exchanges and cooperation in economic,trade,technology,labor,humanities and other content.Based on serving the South China,Central South and Southwest China,opening up to the outside world,giving play to the advantages of coastal areas,highlighting ecological resources and climatic conditions,taking a differentiated development path of regional division of labor and cooperation,achieving two-way opening to the outside world,promoting people flow,logistics,capital flow,the flow of information gathered in the Beihai City and the value of goods fell,expanding trade and attracting high-end elemental resources.
