摘要
建设自由贸易港(区),是推动贸易全球化、便利化的重要抓手,也是国家和地区深度参与全球价值链的有效方式。通过分析纽约港自由贸易区、新加坡自由港、汉堡自由港三处具有全球代表性的自由贸易港(区)的发展情况,可以看到,尽管三者的形态不同,但都通过体制机制保障和政策倾斜优惠两种方式,实现自贸港(区)的高效运转,为当地经济的升级蓄势。
Free trade ports/districts is an important link in promoting trade globalization and facilitation, and an effective way for countries and regions to participate deeply in global value chains. The analysis of three globally representative free trade ports/districts development reveals that although the forms of Foreign-Trade Zone 49 in New York, free trade ports in Singapore and Hamburg free trade port are different, the three all achieve efficient operation, upgrade the local economic by two measures, namely institutional mechanisms and preferential policies.
