基于精准扶贫政策的村庄规划发展研究

Research on the Planning and Developing Strategy of Poverty-stricken Villages Based on Precision Poverty Alleviation Policy

近年来,村庄规划建设在精准扶贫背景下进入了一个新阶段但仍存在诸多不足。文章尝试归纳了新时代我国乡村规划建设模式,并以重庆奉节县大坝村乡村旅游扶贫规划为例,对贫困乡村规划建设方法进行探析,试图通过挖掘村庄优势,激发村庄原生活力,盘活现代农业和生态旅游等产业链,在精准扶贫大背景下,结合“乡村振兴”及“新型城镇化”等政策,对贫困村村庄规划建设模式进行研究,以期为其他乡村建设发展提供参考。

In recent years, the planning and construction of villages has entered a new stage under the background of precise poverty alleviation, but there are still many shortcomings. This paper attempts to summarize the new era of rural planning and construction mode in China, and takes Daba Village, Fengjie County, Chongqing as an example to explore the methods of poverty-stricken rural planning and construction, trying to revitalize the industrial chain of modern agriculture and eco-tourism by stimulating the original viability of villages. In order to provide reference for the development of other rural construction, the paper studies the planning and construction mode of poverty-stricken villages , combined with "rural revitalization" and "new city"in the context of precise poverty alleviation.
