当前国际经济竞争的关键已演变为体制与制度的竞争,经济高质量发展目标也客观要求政府必须通过“有形的手”不断进行政策纠偏与制度创新。“走出去”战略推行至今的近20年来,我国政府在对外直接投资的审批与监管、金融与财政支持、统筹与调控等方面发挥了巨大的积极作用,然而仍面临着诸多问题。本项研究在对外直接投资的经济体制改革领域对比美、日、欧等国经验做法并根据中国国情特点在完善法律保障体系、提高整体金融与财政支持力度、防范多种投资风险、防范制造业“空心化”趋向、引导海外技术寻求、防范大额“资本外逃”等方面提出了系列化的制度与政策建议。

At present, the international economic competition has evolved into the competition of policy system,The objective of promoting high-quality economic development also objectively requires the government to constantly rectify policy deviation and innovate system through "tangible hand".Over the past 20 years since the implementation of the "going out" strategy,Our government has played a great positive role in the approval and supervision of outward foreign direct investment, financial and financial support, overall planning and regulation.However, there are still many problems.The study compares the experiences and practices of the United States, Japan and Europe in the field of economic restructuring of OFDI,According to the characteristics of China’s national conditions, a series of system and policy suggestions are put forward in the aspects of perfecting the legal guarantee system, improving the overall financial and financial support, preventing various investment risks, preventing the "hollowing" trend of manufacturing industry, including overseas technology seeking, and preventing large-scale "capital flight".
