我国农业高质量发展评价体系构建与测度分析

Construction and Empirical Analysis of Agricultural High-quality Development Evaluation System in China

以农业高质量发展的四个主要特征,即绿色发展引领、供给提质增效、规模化生产、产业多元融合为基础,构建我国农业高质量发展综合评价体系。利用2018年统计数据对31个省区市农业高质量发展水平进行测度,得出各省区市农业高质量发展综合指数。分析发现,农业自然资源禀赋与经济发展水平是影响农业高质量发展的重要因素,东部地区农业高质量发展水平领先于中部与西部地区;各地区农业高质量发展存在不同的优势与短板;粮食主产区农业高质量发展水平急需提升。我国应结合不同地区农业高质量发展的制约因素与发展优势规划农业高质量发展方向,以绿色发展引领经济发达地区农业高质量发展;提升西部地区特色农产品高质量发展水平;注重粮食主产区的粮食作物高质量发展。

The comprehensive evaluation system of high quality agricultural development in China is constructed from four aspects: the guidance of green development, the improvement of supply and efficiency, the promotion of management scale and the integration of industrial diversity. Based on the statistical data of 2018 , the high quality development level of agriculture in 31 provinces and autonomous regions of China was measured and evaluated, and the comprehensive index of high-quality agricultural development of each province was obtained. It is concluded that agricultural natural resource endowment and economic development level are important factors affecting the high-quality development of agriculture. The high-quality development level of agriculture in the eastern region is ahead of the central and western regions;There are different advantages and shortcomings in the high-quality development of agriculture in various regions. The high-quality development level of agriculture in major grain-producing areas is in urgent need of improvement. China should plan the high-quality development direction of agriculture in light of the constraints and development advantages of high-quality agricultural development in different regions;lead the high-quality development of agriculture in economically developed regions with green development;improve the high-quality development of featured agricultural products in the western region;and pay attention to the high-quality development of food crops in major grain-producing areas.
