摘要
土地整备是土地资源二次开发的重要手段,是政府通过收购、储备和出让等环节对土地市场进行宏观调控、政策干预的一种重要形式。在土地资源紧缺的环境约束下,深圳市通过建立土地整备制度,来达到缓解城市建设用地紧张,空间扩展能力受限的目的,初步形成以市场和政府双重驱动为核心的存量土地运作机制。引入市场主体参与土地整备工作有利于挖掘存量土地潜力,优化城市空间结构,提高土地利用效率。本文以深圳市土地整备制度为例,深入剖析现行土地整备工作面临的实施困境,结合整备工作实施的现实情况,对引入市场主体参与土地整备的主要模式进行探析,并从制度设计、法律保障和经济条件三个方面阐述引入市场主体参与土地整备的可行性,以期为进一步推进深圳市的土地整备工作提供政策建议。
Land preparation is an important means for the secondary development of 1and resources , and it is an important form for the government to conduct macroeconomic regul ation and control and policy intervention through acquisition,reserve and transfer.Under the constraints of scarce land resources, Shenzhen has establ ished a 1and readiness system to al1 eviate the tension of urban construction land and limit the space expansion capacity. Establish a stock 1and operation mechanism centered on market and government. Analysis of Market Participants Involved in Land Preparation is conduc ve to mining the potential of stock 1and,optimizing urban spatial structure and improving land use efficiency.This paper takes Shenzhen as an example to dnalyze the di1emma of 1and preparation and analyze the main modes based on actual conditions. Analyze feasibi1i-ty from three aspects of system design,1egal protection and economic conditions,and provide suggestions for promoting 1and preparation.
