桂西北石漠化片区精准扶贫状况探析——以广西百色市凌云县陇槐村为例

Analyzes of Targeted Poverty Alleviation in Rocky Desertification Areas of Northwest Guangxi——Taking Longhuai Village in Lingyun County, Bose city of Guangxi as an Example

广西百色市凌云县地处滇黔桂石漠化连片特困地区腹地,是一个集老、少、边、山、穷于一体的国家级扶贫开发工作重点县。陇槐村是该县第二大贫困村,该村贫困面广,贫困程度深。2016年该村建档立卡的贫困户有292户,贫困人口有1209人,占全村总人口的34%。"十二五"期间在县镇两级党委、政府的领导下,该村经过不懈的努力,扶贫工作取得了一定的成效。但由于受自然、社会、经济及人才条件的制约,陇槐村要实现全面建成小康社会的任务仍十分艰巨。2015年7月至2017年1月,笔者作为中广核集团有限公司首批派驻该村的"第一书记"推进精准扶贫工作,经过一年半的调查研究和精准扶贫工作的推进实施,对其发展有一定了解,本文就其精准扶贫状况及存在的问题提出了新的思考和建议。

Lingyun County, Bose City of Guangxi, is located in the hinterland of rocky desertification areas in Dian-Qian-Gui Area. It is a Key Counties of Poverty Reduction Input in China ’s National Level, which is located at the Old Revolutionary Bases Areas, Minority Nationality Areas, Frontier Areas, Remote Mountain Areas, and Impoverished Areas. Longhuai village is the second largest poverty village in the county. In 2016,there were 292 poor households in the village, with 1209 poor people, accounting for 34% of the total population of the village. Under the leadership of the Party committees and the government during the "12 th Five-Year Plan" period, the village has made unremitting efforts and achieved certain results in poverty alleviation. However, due to the constraints of natural, social, economic and talent conditions, it is still very difficult for Longhai village to achieve a moderately prosperous society in all respects. From July 2015 to January 2017, the author from China General Nuclear Power Group was to be the first secretary of Party branch of Longhai village, stationed in the village to promote targeted poverty alleviation. After 18 months of investigation and research, and the implementation of targeted poverty alleviation, the author has a certain understanding of its development. This paper puts forward new ideas and suggestions on its targeted poverty alleviation situation and existing problems.
