“放管服”改革的若干问题及实现精准改革的对策思考

Some Problems in the Reform of "Decentralize, Supervision and Service" and Countermeasure Thinking on Realizing Precision Reform

"放管服"改革,就是要实现政府职能的转变。本文:首先,对我国深入实践"放管服"改革的若干问题作出探讨,重点提出了深入实践"放管服"改革需考虑的四个问题,即"渐进式"改革瓶颈、"碎片化"改革瓶颈、数量速度与质量效益分配困境、"互联网+改革"发展困境。然后,就确保精准发力,对"放"、"管"、"服"三方面分别提出相应的路径措施。最后,指出政府应做到四个"作为",保障"放管服"改革高效推进。

"Decentralize,Supervision and Service",is to realize the transformation of government functions. This paper puts forward some thoughts on the reform of China’s in-depth practice of "Decentralize, Supervision and Service", and focus on proposing four problems that need to be considered in the reform of the"Decentralize,Supervision and Service ",which includes "gradual"reform bottleneck, "fragmentation"reform bottleneck,quantity speed and quality benefit distribution plight,and "Internet + reform"development dilemma. Then,to ensure accurate force,it puts forward the appropriate path measures from three aspects of "decentralize","supervision",and"service".Finally,it points out that the government should do four "acts"to ensure that the"discharge service"reform and efficient promotion.
