From Chaos to Collaboration——Study on the Relationship between the Procuratorial Case Management Function and Procuratorial Supervision and Inspection Function

检察官办案责任制作为司法改革的“重头戏”,关键是如何落实并实现监督制约机制的建立和完善。其中,案件管理职能和检务督察职能是监督制约机制的重要组成部分,当前案件管理职能和检务督察职能也面临着适应发展需要、加快改革创新的紧迫形势。作为具有密切关联的检察职权,如何实现二者在基层检察机关既能保持自身健康发展,又能促进它们之间的相互协调,发挥最优合力,是摆在广大基层检察人员面前的一个重要课题。

As one of the most important parts of judicial reform,the key to establish the prosecutor responsibility system is how to implement and achieve well-established supervision mechanisms. Among them,the case management function and procuratorial supervision and inspection function are important parts of the functions of supervision and control mechanisms. Case management function and procuratorial supervision and inspection function are currently facing the urgent situation to accelerate the reform and innovation,in order to adapt to the development. As above two prosecutorial powers are closely connected,it is an important issue to figure out the method that could not only maintain their sound development,but also promote the mutual coordination between them,in order to achieve their combined maximum effectiveness.
