摘要
面对频发的全球治理难题,近年来东西方学术界围绕国际社会中的合法性现象掀起了研究热潮。文章重点从概念认知、分析维度、路径选择三个方面把握现代国际合法性的本质与内涵等问题。在概念认知上,将合法性界定为两种状态:已然状态的国际合法性是一种结果,直观地彰显着国际大家庭成员对某个国家或某种国际行为的判断与认知;未然状态的国际合法性是一种过程,裹挟着政治逻辑、媒介逻辑与资本逻辑的交织博弈而往往充满着变动。关于国际合法性的分析维度,程序维度的分析需明晰单边主义与多边主义的差异,价值维度的分析需抵制用普世价值取代人类共同价值,功能维度的分析需注重发展中国家与发达国家责任的区别对待。为使行为体(国家)在国际社会获得最大程度的拥护与认同,本研究基于国际传播的视野简要探讨了一些可能的路径。
The frequent problems about the global governance have sparked an upsurge of researches on the legitimacy of the international society in recent years in academia from the East and West. This article grasps the essence, as well as connotations of modern international legitimacy based on three aspects: concept cognition, analytical dimension and paths for improvement. From the perspective of concept cognition, the international legitimacy of existing state is a result, which intuitively reflects the judgement and cognition of members of the international family on a country or an international behavior. The international legitimacy of the preliminary state is a process in which political logic, media logic as well as capital logic are intertwined and often full of variables. On the dimensions of international legitimacy, this research puts forward that the analysis of procedural dimension must be operated on the differences between unilateralism and multilateralism;the analysis of the value dimension needs to resist the replacement of human common values with universal values;the analysis of functional dimension should focus on the differences between the responsibilities of developing countries and developed countries. Finally, this article, briefly discusses some possible strategies for enhancing the maximum legitimacy of the country in the international community from the perspective of international communication.
