Logic and Path of Ecological Civilization System Reform in the New Era

新时代我国生态文明建设已上升至主导地位。为适应社会主要矛盾的转化,新时代生态文明体制改革应进行三重逻辑的变革,即在外围逻辑中促进生态与社会子系统的深度耦合,在中层逻辑中实现生态文明制度间的衔接整合,在深层逻辑中定位满足人民优美生态环境需要的价值内核,这三重逻辑表现出相互作用的关系。与新时代生态文明体制改革的逻辑转化相对应,生态文明体制改革的推进路径表现为生态与社会子系统的关系改革、生态文明制度结构的综合改革以及生态文明体制目标的民生化改革。新时代生态文明体制改革不仅构成中国生态文明建设的核心动力,同时也为全球范围内的社会生态转型贡献出中国经验。

The socialism ecological civilization construction with Chinese characteristics has risen to the leading position.To adapt to the society main contradictions transformation,the ecological civilization system reform in the new era shall have triple logic changes,that is,to promote the deep coupling of the ecological and social subsystems in the peripheral logic,to realize the coordination and integration among the ecological civilization systems in the middle-level logic and to locate the value core that meets the needs of the people’s beautiful ecological environment in the deep logic,and the triple logic of the ecological civilization system reformation in the new era shows the interaction relation.Corresponding to the logic transformation of the ecological civilization system reform in the new era,the promote path for the ecological civilization system reform is presented by the reform of the relation between the ecological and social subsystems,the comprehensive reform of the ecological civilization system structure and the people’s livelihood reform as the target for the ecological civilization system.The ecological civilization system reform in the new era is not only the core driving force for the ecological civilization construction but also has contributed the Chinese experience for the social ecological transformation all over the world.
