“爱国统一战线”的规范意义及规范体系构建

宪法文本是理解"爱国统一战线"的重要基础,也是"爱国统一战线"体系建构的根本依据。我国宪法修正案关于爱国统一战线表述的变化是我国"爱国统一战线"内在规范演变的缩影。2018年宪法修改使爱国统一战线的对象得以扩大,研究"爱国统一战线"规范体系建构是对中华民族伟大复兴中国梦时代主题的回应。宪法文本中"爱国统一战线"及相关表述具有祖国统一、民族复兴、"爱国者"范围、多党合作和人民政协等多主体多层次的价值内涵,证成了新时代大统战新格局需要整体性的制度思维。整合以中华民族共同体意识和中华民族认同为核心的融贯内容,以及注重党内法规和宪法规范的协同化衔接,是未来实现"爱国统一战线"规范体系整体构建的重要途径。

The constitutional text is an important basis for understanding the"Patriotic United Front"and the fundamental basis for the construction of the"Patriotic United Front"system.The change of the expression of the patriotic united front in the amendment of our constitution is the epitome of the evolution of the internal norms of the patriotic united front.The amendment of the Constitution in 2018 enlarges the target of the patriotic united front.The study of the construction of the normative system of the patriotic united front is a response to the theme of the dream era of the great rejuvenation of the Chinese nation.The"Patriotic United Front"and its related expressions in the Constitutional Text have multi-level value,such as the reunification of the motherland,national rejuvenation,the scope of"patriots",multi-party cooperation and the CPPCC,which proves that the new pattern of the United Front in the new era requires a holistic institutional thinking.It is an important way to realize the overall construction of the normative system of the"patriotic United front"in the future to integrate the cohesive content with the core of the consciousness of the Chinese nation community and the identity of the Chinese nation,as well as to pay attention to the coordinated connection of the laws and regulations within the Party and the norms of the Constitution.
