环境治理跨部门协同的演进——基于政策文献量化的分析

The Evolution of Cross-Sector Collaboration in Environmental Governance——Based on an Analysis of Policy Bibliometrics

随着环境污染问题复杂性、交叉性和不确定性日益凸显,环境治理中的跨部门协同愈加频繁和复杂。为描述和考量环境治理的跨部门协同,本文从环境政策联合行文入手,以1978-2018年间环保领域的976份中央部门联合行文政策为数据基础,并以国务院7次机构改革为时间节点进行政策量化分析,探究我国环境治理跨部门协同的演进。研究发现:一是我国环境治理跨部门协同的广度与深度不断拓宽,环境保护主管部门与其他部门间的横向联系也不断增强;二是环境问题的阶段性特征、国家发展理念的变化、环保战略的发展、环保部门的定位与职能调整以及环境政策工具的变迁构成了我国环境治理跨部门协同演进的动力机制。

As environmental pollution issues become more complex,intersectional,uncertain,and the cross-sector collaboration in environmental governance is increasingly frequent and complex.This paper studies the evolution of cross-sector collaboration in environmental governance using data from 976 central department joint policies in the field of environmental protection since 1978 till 2018.The quantitative analysis is based on the time points of seven institutional reforms of the State Council.The results show that the cross-sector collaboration in environmental governance in China has been severely increased,and the relation between the environmental protection authorities and other departments has been strengthened.In addition,we conclude that the dynamic mechanism of China’s cross-sector collaboration evolution is formed by the stage characteristics of current environmental issues,the changes in national development concepts,the development of environmental protection strategies,the adjustment in the function of environmental protection departments,and the changes in environmental policy tools.
