政府并非一个完全科层化的整体,它由诸多部门组成。这些政府部门处在一个横向的非均衡权力体系之中,同时也存在于纵横交错的条块关系当中。在这样一种特殊的政治生态之中,政府部门会借助一切可能的力量进行权力的软性扩张。他们会在条块关系的制度空间中找到对自己有力的武器,选择与地方政府"合谋"以争取项目或者荣誉;同时也会选择与地方政府进行利益"切割",转而与上级政府或者部门联合,以主动暴露问题的方式"倒逼"地方政府领导加强对本部门的重视。文化政策的某些智慧性顶层设计,加强了文化部门与地方政府的"利益捆绑"与"考核捆绑",使得基层文化部门在创建或者"迎检"中有了更多的资源可以借用,或者正面整合资源进行展示,或者用"弱者武器"进行示弱等,借势顺利实现文化部门的权力延伸。这些构成了一幅"部门政治"柔性运作的动态画卷。
